Education Inspectorate – Inspection of Habitability, Safety and Hygiene (HSH)
The Education Inspectorate wanted to inform educational institutions in a clear and structured way about the new procedure for the Habitability, Safety and Hygiene (HSH) inspections, which have been in effect since September 2023. The HSH process involves several steps, documents and evaluation criteria — information that is often technical and complex. Our task was to translate all of this into a short, accessible and visually clear explainer video.
Goal
With the video, we aimed to give educational institutions insight into:

How the HSH inspections are conducted,

Which phases and processes are involved, and
-
What is expected of them during an inspection visit.
It was important that the message was delivered accurately, clearly, and in a way that was consistent with government communication.
Approach
Because the content is highly procedural, we opted for an informative voice-over combined with animation overlays.
This format makes it possible to visually structure step-by-step processes, decision points, and risk assessments without overwhelming the viewer with text.
We worked closely with the Education Inspectorate to translate the content into a clear narrative. We then designed animated icons, diagrams, and graphic elements that illustrate each part of the procedure. The style and tone of voice align with the Education Inspectorate’s visual identity.
Visual and content choices
The video visualises the three phases of the selection procedure:

Findings during a regular inspection,

Analysis of the dynamic risk management system, and

Selection for a separate HSH inspection.

By using animation overlays on a calm background, we were able to structure the information clearly while keeping the viewer’s attention.
Result
The end result is a clean, structured, and accessible video that guides educational institutions through the entire HSH process in just a few minutes.
The combination of a clear voice-over, visual structure, and animation makes complex regulations understandable, even for viewers without a technical background.
With this production, we demonstrate how we at Flan Caramel can translate complex and policy-related topics into visually strong, well-structured videos that not only convey information but also make it understandable.
The video helps schools and educational institutions navigate the HSH process better prepared and with confidence — a great example of how animation and clear storytelling contribute to effective government communication.
